Governor some semi-oficial appreciation of the present policy of His Majesty's Government so as to avoid any risk of his acting in an emergency in a way that might embarrass the Government. In particular we are not altogether happy about the instruction that he should conduct himself generally in accordance with the ague Convention XIII, and we wonder whether we might not, in view of what I have written above, give him some clearer guidance as to that, since were he to rely exclusively on that instruction in some unforeseen emergency, it is

possible that his action might not be in conformity with the present policy of His Majesty's Government.
